Webinar: Consenting use of different biomass fuels in boiler systems

Boiler systems are generally consented for combustion of clean wood fuel yet some are capable of using a wider range of fuels. Such fuels might be derived from agricultural wastes, industrial by-products, products of recycling and so on. In many cases, these unusual fuels can be a disposal or environmental problem in their own right; MDF offcuts, municipal sludge, and building demolition wastes are some examples.
The Guide looks at the nature of combustion, of different fuel types, and the difficulties which arise from the combustion of those fuels. These difficulties mostly relate to the airborne products of combustion, some of which in sufficient quantity may be harmful to the environment, or to health. However, there are other difficulties which can relate to the handling and storage of the fuel or to the disposal of the solid residues of combustion, which may also contain environmentally harmful materials.
Having looked at fuels and combustion, the Guide provides an overview of the regulatory environment in which we operate. It seeks to explain where one finds the rules which might apply, the basis for those rules, the regional variations which exist in their interpretation and application and provides a rational path to their navigation.
The Guide is aimed at assisting applicants with resource consent matters and to support appropriate information gathering for the applicant’s advisers, and consenting authorities on possible consent conditions.
The Guide aims to inform and enable combustion of a wider range of fuels, ensuring appropriately designed plant, and provide information on the air emissions control and monitoring, which may be a condition of consent.
